From 1 December 2026, four existing recommended practices will become mandatory requirements for workplaces with outdoor workers:

Heat Stress TrainingEmployers must establish a heat stress training programme for workers who are exposed to heat. Workers should understand the risks of heat stress and the appropriate measures to protect themselves.
Cool Drinking WaterEmployers must provide a supply of cool or cold drinking water near work areas and ensure workers rehydrate regularly. At higher WBGT levels, workers should rehydrate at least hourly, with MOM recommending an intake of around 300ml per hour or more, depending on work intensity.
Emergency Response MeasuresEmployers must have an emergency response plan and reporting procedures in place. At higher heat levels, workplaces should also have cold water, ice packs, water spray and cooler boxes available for emergency response.
Suitable ClothingEmployers must provide suitable clothing that can mitigate or protect workers from excessive heat stress. MOM also recommends loose-fitting and light-coloured clothing, together with cool and well-ventilated rest and work areas where applicable.

Heat Stress Measures According to WBGT

MOM's heat-stress framework also sets out different measures depending on the recorded WBGT level.

WBGT Level	WBGT Level
Below 31°C	Acclimatise workers, monitor WBGT, ensure regular hydration, provide adequate rest and shade, establish emergency response procedures, and identify workers who may be vulnerable to heat stress.
31°C to <32°C	Continue the measures above, with adequate rest under shade for recovery from heat.
32°C and above	Provide a minimum 10-minute hourly rest break for heavy physical work, together with closer monitoring and other heat-stress controls.
33°C and above	Provide a minimum 15-minute hourly rest break for heavy physical work, with longer rest periods as WBGT increases. Additional measures include emergency supplies, close health monitoring, buddy systems and redeployment of vulnerable workers where required.

For outdoor work, employers should also consider acclimatisation, rescheduling physically demanding work to cooler periods, adequate rest and shade, ventilation and worker monitoring, depending on the WBGT level and work activity.
